The perennial problem of mismatch between the competencies gained through college education and the skills requirement of the industries is the major cause of underemployment and high poverty incidence in Mindanao. Mindanao’s incidence estimate for 2015 exceeded the national average of 26.3% at 41.3% (Philippine Statistics Authority, 2016) while its underemployment rate hovered around 20% which is double the national under underemployment statistics. Traditional modes for delivering higher education and training had been shown to be ineffective in addressing this crucial in the past, hence, a more aggressive strategy needs to be adopted to close the gap between academic training and industrial skills requirements. The University of Science and Technology of Southern Philippines (USTP) is the Statte’s response to this.
